This PR addresses the issues raised in forgejo/forgejo#12726 by allowing the repository avatars to be migrated from the source repository if it is supported. The avatar is migrated on a best-effort basis and if an issue occurs during the process it is logged and ignored. The following source repositories support repository avatar migrations: * Gitea * Forgejo * GitLab * Gogs The way this works is by taking advantage of some pre-existing code that downloads an untrusted image and ensures that it fits the invariants for an avatar image. The image we download is that of the avatar for the source repository if one exists. A timeout of 60 seconds is used in case of a poor network connection. If that is successful then we update the newly migrated repository's avatar with the avatar that we downloaded. If any of this fails for any reason then we log the failure and continue with the migration. Failing to download the avatar is not a good reason to fail the whole migration. It should be noted that the pre-existing code that performs the download and verification of the avatar image has been refactored into the avatar module (since it was previously in the card module).
